23 And he hath brought upon them their own iniquity, And will cut them off in their own wickedness; Jehovah our God will cut them off.
23 And turneth back on them their iniquity, And in their wickedness cutteth them off; Jehovah our God doth cut them off!

23 He has brought on them their own iniquity, And will cut them off in their own wickedness. Yahweh, our God, will cut them off.
23 And he has made their evil designs come back on themselves, cutting them off in their sin; the Lord our God will put an end to them.
David said furthermore, As the LORD liveth, the LORD shall smite him; or his day shall come to die; or he shall descend into battle, and perish. The LORD forbid that I should stretch forth mine hand against the LORD's anointed: but, I pray thee, take thou now the spear that is at his bolster, and the cruse of water, and let us go.

Psalm 94
This psalm was penned when the church of God was under hatches, oppressed and persecuted; and it is an appeal to God, as the judge of heaven and earth, and an address to him, to appear for his people against his and their enemies. Two things this psalm speaks:-
In singing this psalm we must look abroad upon the pride of oppressors with a holy indignation, and the tears of the oppressed with a holy compassion; but, at the same time, look upwards to the righteous Judge with an entire satisfaction, and look forward, to the end of all these things, with a pleasing hope.
Psa 94:1-11

The psalmist, having denounced tribulation to those that trouble God's people, here assures those that are troubled of rest. See 2 Th. 1:6, 7. He speaks comfort to suffering saints from God's promises and his own experience.
