1 So Moses gave the children of Israel all these directions as the Lord had given him orders.
And to give you help, take one man from every tribe, the head of his father's house. These are the names of those who are to be your helpers: from Reuben, Elizur, the son of Shedeur; From Simeon, Shelumiel, the son of Zurishaddai; From Judah, Nahshon, the son of Amminadab; From Issachar, Nethanel, the son of Zuar; From Zebulun, Eliab, the son of Helon; Of the children of Joseph: from Ephraim, Elishama, the son of Ammihud; from Manasseh, Gamaliel, the son of Pedahzur, From Benjamin, Abidan, the son of Gideoni; From Dan, Ahiezer, the son of Ammi-shaddai; From Asher, Pagiel, the son of Ochran; From Gad, Eliasaph, the son of Reuel; From Naphtali, Ahira, the son of Enan. These are the men named out of all the people, chiefs of their fathers' houses, heads of the tribes of Israel.
These are the names of the men who are to make the distribution of the land among you: Eleazar the priest and Joshua, the son of Nun. And you are to take one chief from every tribe to make the distribution of the land. And these are the names of the men: of the tribe of Judah, Caleb, the son of Jephunneh. And of the tribe of the children of Simeon, Shemuel, the son of Ammihud. Of the tribe of Benjamin, Elidad, the son of Chislon. And of the tribe of the children of Dan, a chief, Bukki, the son of Jogli. Of the children of Joseph: of the tribe of the children of Manasseh, a chief, Hanniel, the son of Ephod: And of the tribe of the children of Ephraim, a chief, Kemuel, the son of Shiphtan. And of the tribe of the children of Zebulun, a chief, Elizaphan, the son of Parnach. And of the tribe of the children of Issachar, a chief, Paltiel, the son of Azzan. And of the tribe of the children of Asher, a chief, Ahihud, the son of Shelomi. And of the tribe of the children of Naphtali, a chief, Pedahel, the son of Ammihud.
Take for yourselves men who are wise, far-seeing, and respected among you, from your tribes, and I will make them rulers over you. And you made answer and said to me, It is good for us to do as you say. So I took the heads of your tribes, wise men and respected, and made them rulers over you, captains of thousands and captains of hundreds and captains of fifties and captains of tens, and overseers of your tribes. And at that time I gave orders to your judges, saying, Let all questions between your brothers come before you for hearing, and give decisions uprightly between a man and his brother or one from another nation who is with him. In judging, do not let a man's position have any weight with you; give hearing equally to small and great; have no fear of any man, for it is God who is judge: and any cause in which you are not able to give a decision, you are to put before me and I will give it a hearing.

Chapter 30
In this chapter we have a law concerning vows, which had been mentioned in the close of the foregoing chapter.
Num 30:1-2
This law was delivered to the heads of the tribes that they might instruct those who were under their charge, explain the law to them, give then necessary cautions, and call them to account, if there were occasion, for the breach of their vows. Perhaps the heads of the tribes had, upon some emergency of this kind, consulted Moses, and desired by him to know the mind of God, and here they are told it: This is the thing which the Lord has commanded concerning vows, and it is a command still in force.
Num 30:3-16
It is here taken for granted that all such persons as are sui juris-at their own disposal, and are likewise of sound understanding and memory, are bound to perform whatever they vow that is lawful and possible; but, if the person vowing be under the dominion and at the disposal of another, the case is different. Two cases much alike are here put and determined:-
