3 Her rulers are like loud-voiced lions in her; her judges are wolves of the evening, crushing up the bones before the morning.
And their horses are quicker than leopards and their horsemen more cruel than evening wolves; they come from far away, like an eagle in flight rushing on its food.
And so a lion from the woods will put them to death, a wolf of the waste land will make them waste, a leopard will keep watch on their towns, and everyone who goes out from them will be food for the beasts; because of the great number of their sins and the increase of their wrongdoing.
What I have seen is that those by whom trouble has been ploughed, and evil planted, get the same for themselves. By the breath of God destruction takes them, and by the wind of his wrath they are cut off. Though the noise of the lion and the sounding of his voice, may be loud, the teeth of the young lions are broken. The old lion comes to his end for need of food, and the young of the she-lion go wandering in all directions.
He is waiting in the dark places of the towns: in the secret places he puts to death those who have done no wrong: his eyes are secretly turned against the poor. He keeps himself in a secret place like a lion in his hole, waiting to put his hands on the poor man, and pulling him into his net. The upright are crushed and made low, and the feeble are overcome by his strong ones.
Like a loud-voiced lion and a wandering bear, is an evil ruler over a poor people.
Your chiefs have gone against the Lord, they have become friends of thieves; every one of them is looking for profit and going after rewards; they do not give right decisions for the child who has no father, and they do not let the cause of the widow come before them.
But your eyes and your heart are fixed only on profit for yourself, on causing the death of him who has done no wrong, and on violent and cruel acts.
See, the rulers of Israel, every one in his family, have been causing death in you.
Her rulers in her are like a loud-voiced lion violently taking his food; they have made a meal of souls; they have taken wealth and valued property; they have made great the number of widows in her. Her priests have been acting violently against my law; they have made my holy things unclean: they have made no division between what is holy and what is common, and they have not made it clear that the unclean is different from the clean, and their eyes have been shut to my Sabbaths, and I am not honoured among them. Her rulers in her are like wolves violently taking their food; putting men to death and causing the destruction of souls, so that they may get their profit.
And I said, Give ear, now, you heads of Jacob and rulers of the people of Israel: is it not for you to have knowledge of what is right? You who are haters of good and lovers of evil, pulling off their skin from them and their flesh from their bones; Like meat they take the flesh of my people for their food, skinning them and crushing their bones, yes, cutting them up as if for the pot, like flesh inside the cooking-pot. Then they will be crying to the Lord for help, but he will not give them an answer: yes, he will keep his face veiled from them at that time, because their acts have been evil.
Then give ear to this, you heads of the children of Jacob, you rulers of the children of Israel, hating what is right, twisting what is straight. They are building up Zion with blood, and Jerusalem with evil-doing. Its heads take rewards for judging, and the priests take payment for teaching, and the prophets get silver for reading the future: but still, supporting themselves on the Lord, they say, Is not the Lord among us? no evil will overtake us.

Chapter 3
We now return to Jerusalem, and must again hear what God has to say to her,
Thus the "Redeemer shall come to Zion,' and to clear his own way, shall "turn away ungodliness from Jacob.' These promises were to have their full accomplishment in gospel-times and gospel-graces.
Zep 3:1-7
One would wonder that Jerusalem, the holy city, where God was known, and his name was great, should be the city of which this black character is here given, that a place which enjoyed such abundance of the means of grace should become so very corrupt and vicious, and that God should permit it to be so; yet so it is, to show that the law made nothing perfect; but if this be the true character of Jerusalem, as no doubt it is (for God's judgments will make none worse than they are), it is no wonder that the prophet begins with woe to her. For the holy God hates sin in those that are nearest to him, nay, in them he hates it most. A sinful state is, and will be, a woeful state.
Zep 3:8-13
Things looked very bad with Jerusalem in the foregoing verses; she has got into a very bad name, and seems to be incorrigible, incurable, mercy-proof and judgment-proof. Now one would think it should follow, Therefore expect no other but that she should be utterly abandoned and rejected as reprobate silver; since they will not be wrought upon by prophets or providences, let them be made a desolation as their neighbours have been. But behold and wonder at the riches of divine grace, which takes occasion from man's badness to appear so much the more illustrious. They still grew worse and worse, therefore wait you upon me, saith the Lord, v. 8. "Since the law, it seems, will make nothing perfect, the bringing in of a better hope shall. Let those that lament the corruptions of the church wait upon God, till he send his Son into the world, to save his people from their sins, till he send his gospel to reform and refine his church, and to purify to himself a peculiar people both of Jews and Gentiles.' And there were those who, according to this direction and encouragement, waited for redemption, for this redemption in Jerusalem; and long-looked-for came at last, Lu. 2:38. For judgment Christ will come into this world, Jn. 9:39.
Zep 3:14-20
After the promises of the taking away of sin, here follow promises of the taking away of trouble; for when the cause is removed the effect will cease. What makes a people holy will make them happy of course. The precious promises here made to the purified people were to have their full accomplishment in the comforts of the gospel, in the hope, and much more in the enjoyment, of which, they are here called upon,
Let us now see what these precious promises are which are here made to the people of God, for the banishing of their griefs and fears and the encouraging of their hopes and joys; and to us are these promises made as well as to them.
