3 Her princes H8269 within H7130 her are roaring H7580 lions; H738 her judges H8199 are evening H6153 wolves; H2061 they gnaw not the bones H1633 till the morrow. H1242
Their horses H5483 also are swifter H7043 than the leopards, H5246 and are more fierce H2300 than the evening H6153 wolves: H2061 and their horsemen H6571 shall spread H6335 themselves, and their horsemen H6571 shall come H935 from far; H7350 they shall fly H5774 as the eagle H5404 that hasteth H2363 to eat. H398
Wherefore a lion H738 out of the forest H3293 shall slay H5221 them, and a wolf H2061 of the evenings H6160 shall spoil H7703 them, a leopard H5246 shall watch H8245 over their cities: H5892 every one that goeth out H3318 thence shall H2007 be torn in pieces: H2963 because their transgressions H6588 are many, H7231 and their backslidings H4878 are increased. H6105
Even as I have seen, H7200 they that plow H2790 iniquity, H205 and sow H2232 wickedness, H5999 reap H7114 the same. By the blast H5397 of God H433 they perish, H6 and by the breath H7307 of his nostrils H639 are they consumed. H3615 The roaring H7581 of the lion, H738 and the voice H6963 of the fierce lion, H7826 and the teeth H8127 of the young lions, H3715 are broken. H5421 The old lion H3918 perisheth H6 for lack H1097 of prey, H2964 and the stout lion's H3833 whelps H1121 are scattered abroad. H6504
He sitteth H3427 in the lurking places H3993 of the villages: H2691 in the secret places H4565 doth he murder H2026 the innocent: H5355 his eyes H5869 are privily set H6845 against the poor. H2489 He lieth in wait H693 secretly H4565 as a lion H738 in his den: H5520 he lieth in wait H693 to catch H2414 the poor: H6041 he doth catch H2414 the poor, H6041 when he draweth H4900 him into his net. H7568 He croucheth, H1794 and humbleth H7817 himself, that the poor H2426 H2489 may fall H5307 by his strong ones. H6099
As a roaring H5098 lion, H738 and a ranging H8264 bear; H1677 so is a wicked H7563 ruler H4910 over the poor H1800 people. H5971
But thine eyes H5869 and thine heart H3820 are not but for thy covetousness, H1215 and for to shed H8210 innocent H5355 blood, H1818 and for oppression, H6233 and for violence, H4835 to do H6213 it.
Behold, the princes H5387 of Israel, H3478 every one H376 were in thee to their power H2220 to shed H8210 blood. H1818
There is a conspiracy H7195 of her prophets H5030 in the midst H8432 thereof, like a roaring H7580 lion H738 ravening H2963 the prey; H2964 they have devoured H398 souls; H5315 they have taken H3947 the treasure H2633 and precious things; H3366 they have made her many H7235 widows H490 in the midst H8432 thereof. Her priests H3548 have violated H2554 my law, H8451 and have profaned H2490 mine holy things: H6944 they have put no difference H914 between the holy H6944 and profane, H2455 neither have they shewed H3045 difference between the unclean H2931 and the clean, H2889 and have hid H5956 their eyes H5869 from my sabbaths, H7676 and I am profaned H2490 among H8432 them. Her princes H8269 in the midst H7130 thereof are like wolves H2061 ravening H2963 the prey, H2964 to shed H8210 blood, H1818 and to destroy H6 souls, H5315 to get H1214 dishonest gain. H1215
And I said, H559 Hear, H8085 I pray you, O heads H7218 of Jacob, H3290 and ye princes H7101 of the house H1004 of Israel; H3478 Is it not for you to know H3045 judgment? H4941 Who hate H8130 the good, H2896 and love H157 the evil; H7451 who pluck off H1497 their skin H5785 from off them, and their flesh H7607 from off their bones; H6106 Who also eat H398 the flesh H7607 of my people, H5971 and flay H6584 their skin H5785 from off them; and they break H6476 their bones, H6106 and chop them in pieces, H6566 as for the pot, H5518 and as flesh H1320 within H8432 the caldron. H7037 Then shall they cry H2199 unto the LORD, H3068 but he will not hear H6030 them: he will even hide H5641 his face H6440 from them at that time, H6256 as they have behaved themselves ill H7489 in their doings. H4611
Hear H8085 this, I pray you, ye heads H7218 of the house H1004 of Jacob, H3290 and princes H7101 of the house H1004 of Israel, H3478 that abhor H8581 judgment, H4941 and pervert H6140 all equity. H3477 They build up H1129 Zion H6726 with blood, H1818 and Jerusalem H3389 with iniquity. H5766 The heads H7218 thereof judge H8199 for reward, H7810 and the priests H3548 thereof teach H3384 for hire, H4242 and the prophets H5030 thereof divine H7080 for money: H3701 yet will they lean H8172 upon the LORD, H3068 and say, H559 Is not the LORD H3068 among H7130 us? none evil H7451 can come H935 upon us.

Commentary on Zephaniah 3 Matthew Henry Commentary
Chapter 3
We now return to Jerusalem, and must again hear what God has to say to her,
Thus the "Redeemer shall come to Zion,' and to clear his own way, shall "turn away ungodliness from Jacob.' These promises were to have their full accomplishment in gospel-times and gospel-graces.
Zep 3:1-7
One would wonder that Jerusalem, the holy city, where God was known, and his name was great, should be the city of which this black character is here given, that a place which enjoyed such abundance of the means of grace should become so very corrupt and vicious, and that God should permit it to be so; yet so it is, to show that the law made nothing perfect; but if this be the true character of Jerusalem, as no doubt it is (for God's judgments will make none worse than they are), it is no wonder that the prophet begins with woe to her. For the holy God hates sin in those that are nearest to him, nay, in them he hates it most. A sinful state is, and will be, a woeful state.
Zep 3:8-13
Things looked very bad with Jerusalem in the foregoing verses; she has got into a very bad name, and seems to be incorrigible, incurable, mercy-proof and judgment-proof. Now one would think it should follow, Therefore expect no other but that she should be utterly abandoned and rejected as reprobate silver; since they will not be wrought upon by prophets or providences, let them be made a desolation as their neighbours have been. But behold and wonder at the riches of divine grace, which takes occasion from man's badness to appear so much the more illustrious. They still grew worse and worse, therefore wait you upon me, saith the Lord, v. 8. "Since the law, it seems, will make nothing perfect, the bringing in of a better hope shall. Let those that lament the corruptions of the church wait upon God, till he send his Son into the world, to save his people from their sins, till he send his gospel to reform and refine his church, and to purify to himself a peculiar people both of Jews and Gentiles.' And there were those who, according to this direction and encouragement, waited for redemption, for this redemption in Jerusalem; and long-looked-for came at last, Lu. 2:38. For judgment Christ will come into this world, Jn. 9:39.
Zep 3:14-20
After the promises of the taking away of sin, here follow promises of the taking away of trouble; for when the cause is removed the effect will cease. What makes a people holy will make them happy of course. The precious promises here made to the purified people were to have their full accomplishment in the comforts of the gospel, in the hope, and much more in the enjoyment, of which, they are here called upon,
Let us now see what these precious promises are which are here made to the people of God, for the banishing of their griefs and fears and the encouraging of their hopes and joys; and to us are these promises made as well as to them.
