3 Her heads in her midst `are' roaring lions, Her judges `are' evening wolves, They have not gnawn the bone in the morning.
Swifter than leopards have been its horses, And sharper than evening wolves, And increased have its horsemen, Even its horsemen from afar come in, They fly as an eagle, hasting to consume.
Therefore smitten them hath a lion out of the forest, A wolf of the deserts doth spoil them, A leopard is watching over their cities, Every one who is going out of them is torn, For many have been their transgressions, Mighty have been their backslidings.
As I have seen -- ploughers of iniquity, And sowers of misery, reap it! From the breath of God they perish, And from the spirit of His anger consumed. The roaring of a lion, And the voice of a fierce lion, And teeth of young lions have been broken. An old lion is perishing without prey, And the whelps of the lioness do separate.
He doth sit in an ambush of the villages, In secret places he doth slay the innocent. His eyes for the afflicted watch secretly, He lieth in wait in a secret place, as a lion in a covert. He lieth in wait to catch the poor, He catcheth the poor, drawing him into his net. He is bruised -- he boweth down, Fallen by his mighty ones hath the afflicted.
A growling lion, and a ranging bear, `Is' the wicked ruler over a poor people.
But thine eyes and thy heart are not, Except on thy dishonest gain, And on shedding of innocent blood, And on oppression, and on doing of violence.
Lo, princes of Israel -- each according to his arm Have been in thee to shed blood.
A conspiracy of its prophets `is' in its midst, as a roaring lion tearing prey; The soul they have devoured, Wealth and glory they have taken, Its widows have multiplied in its midst. Its priests have wronged My law, And they pollute My holy things, Between holy and common they have not made separation, And between the unclean and the clean they have not made known, And from my sabbaths they have hidden their eyes, And I am pierced in their midst. Its princes in its midst `are' as wolves, Tearing prey, to shed blood, to destroy souls, For the sake of gaining dishonest gain.
And I say, `Hear, I pray you, heads of Jacob, And ye judges of the house of Israel, Is it not for you to know the judgment? Ye who are hating good, and loving evil, Taking violently their skin from off them, And their flesh from off their bones, And who have eaten the flesh of My people, And their skin from off them have stript, And their bones they have broken, And they have spread `them' out as in a pot, And as flesh in the midst of a caldron. Then do they cry unto Jehovah, And He doth not answer them, And hideth His face from them at that time, As they have made evil their doings.
Hear this, I pray you, heads of the house of Jacob, And ye judges of the house of Israel, Who are making judgment abominable, And all uprightness do pervert. Building up Zion with blood, And Jerusalem with iniquity. Her heads for a bribe do judge, And her priests for hire do teach, And her prophets for silver divine, And on Jehovah they lean, saying, `Is not Jehovah in our midst? Evil doth not come in upon us.'

Chapter 3
We now return to Jerusalem, and must again hear what God has to say to her,
Thus the "Redeemer shall come to Zion,' and to clear his own way, shall "turn away ungodliness from Jacob.' These promises were to have their full accomplishment in gospel-times and gospel-graces.
Zep 3:1-7
One would wonder that Jerusalem, the holy city, where God was known, and his name was great, should be the city of which this black character is here given, that a place which enjoyed such abundance of the means of grace should become so very corrupt and vicious, and that God should permit it to be so; yet so it is, to show that the law made nothing perfect; but if this be the true character of Jerusalem, as no doubt it is (for God's judgments will make none worse than they are), it is no wonder that the prophet begins with woe to her. For the holy God hates sin in those that are nearest to him, nay, in them he hates it most. A sinful state is, and will be, a woeful state.
Zep 3:8-13
Things looked very bad with Jerusalem in the foregoing verses; she has got into a very bad name, and seems to be incorrigible, incurable, mercy-proof and judgment-proof. Now one would think it should follow, Therefore expect no other but that she should be utterly abandoned and rejected as reprobate silver; since they will not be wrought upon by prophets or providences, let them be made a desolation as their neighbours have been. But behold and wonder at the riches of divine grace, which takes occasion from man's badness to appear so much the more illustrious. They still grew worse and worse, therefore wait you upon me, saith the Lord, v. 8. "Since the law, it seems, will make nothing perfect, the bringing in of a better hope shall. Let those that lament the corruptions of the church wait upon God, till he send his Son into the world, to save his people from their sins, till he send his gospel to reform and refine his church, and to purify to himself a peculiar people both of Jews and Gentiles.' And there were those who, according to this direction and encouragement, waited for redemption, for this redemption in Jerusalem; and long-looked-for came at last, Lu. 2:38. For judgment Christ will come into this world, Jn. 9:39.
Zep 3:14-20
After the promises of the taking away of sin, here follow promises of the taking away of trouble; for when the cause is removed the effect will cease. What makes a people holy will make them happy of course. The precious promises here made to the purified people were to have their full accomplishment in the comforts of the gospel, in the hope, and much more in the enjoyment, of which, they are here called upon,
Let us now see what these precious promises are which are here made to the people of God, for the banishing of their griefs and fears and the encouraging of their hopes and joys; and to us are these promises made as well as to them.
