2 There is cursing and broken faith, violent death and attacks on property, men are untrue in married life, houses are broken into, and there is blood touching blood.
And like a band of thieves waiting for a man, so are the priests watching secretly the way of those going quickly to Shechem, for they are working with an evil design.
The good man is gone from the earth, there is no one upright among men: they are all waiting secretly for blood, every man is going after his brother with a net.
When my desire was for the fate of my people to be changed and to make Israel well, then the sin of Ephraim was made clear, and the evil-doing of Samaria; for their ways are false, and the thief comes into the house, while the band of outlaws takes property by force in the streets.
If you are not cruel to the man from a strange country, and to the child without a father, and to the widow, and do not put the upright to death in this place, or go after other gods, causing damage to yourselves: Then I will let you go on living in this place, in the land which I gave to your fathers in the past and for ever. See, you put your faith in false words which are of no profit. Will you take the goods of others, put men to death, and be untrue to your wives, and take false oaths, and have perfumes burned to the Baal, and go after other gods which are strange to you; And come and take your place before me in this house, which is named by my name, and say, We have been made safe; so that you may do all these disgusting things?
As the spring keeps its waters cold, so she keeps her evil in her: the sound of cruel and violent behaviour is in her; before me at all times are disease and wounds.
For there are sinners among my people: they keep watch, like men watching for birds; they put a net and take men in it. As the fowl-house is full of birds, so are their houses full of deceit: for this reason they have become great and have got wealth.
You who are haters of good and lovers of evil, pulling off their skin from them and their flesh from their bones;
And I saw the woman overcome as with the wine of the blood of the saints, and the blood of those put to death because of Jesus. And when I saw her, I was overcome with a great wonder.
Which of the prophets was not cruelly attacked by your fathers? and they put to death those who gave them the news of the coming of the Upright One; whom you have now given up and put to death;
So that on you may come all the blood of the upright on the earth, from the blood of upright Abel to the blood of Zachariah, son of Barachiah, whom you put to death between the Temple and the altar.
Then he said to me, This is the curse which goes out over the face of all the land: for long enough has every thief gone without punishment, and long enough has every taker of false oaths gone without punishment.
Sorrow to her who is uncontrolled and unclean, the cruel town!
Then give ear to this, you heads of the children of Jacob, you rulers of the children of Israel, hating what is right, twisting what is straight.
The earth has been made unclean by those living in it; because the laws have not been kept by them, the orders have been changed, and the eternal agreement has been broken.
A curse on the designers of evil, working on their beds! in the morning light they do it, because it is in their power. They have a desire for fields and take them by force; and for houses and take them away: they are cruel to a man and his family, even to a man and his heritage. For this cause the Lord has said, See, against this family I am purposing an evil from which you will not be able to take your necks away, and you will be weighted down by it; for it is an evil time.
And by a prophet the Lord made Israel come up out of Egypt, and by a prophet he was kept safe.
Their words are foolish; they make agreements with false oaths, so punishment will come up like a poison-plant in a ploughed field.
They have gone deep in the evil ways of Shittim, but I am the judge of all.
Her rulers in her are like a loud-voiced lion violently taking his food; they have made a meal of souls; they have taken wealth and valued property; they have made great the number of widows in her. Her priests have been acting violently against my law; they have made my holy things unclean: they have made no division between what is holy and what is common, and they have not made it clear that the unclean is different from the clean, and their eyes have been shut to my Sabbaths, and I am not honoured among them. Her rulers in her are like wolves violently taking their food; putting men to death and causing the destruction of souls, so that they may get their profit. And her prophets have been using whitewash, seeing foolish visions and making false use of secret arts, saying, This is what the Lord has said, when the Lord has said nothing. The people of the land have been acting cruelly, taking men's goods by force; they have been hard on the poor and those in need, and have done wrong to the man from a strange land. And I was looking for a man among them who would make up the wall and take his station in the broken place before me for the land, so that I might not send destruction on it: but there was no one.
And you, son of man, will you be a judge, will you be a judge of the town of blood? then make clear to her all her disgusting ways. And you are to say, This is what the Lord has said: A town causing blood to be drained out in her streets so that her time may come, and making images in her to make her unclean! You are responsible for the blood drained out by you, and you are unclean through the images which you have made; and you have made your day come near, and the time of your judging has come; for this cause I have made you a name of shame to the nations and a cause of laughing to all countries. Those who are near and those who are far from you will make sport of you; your name is unclean, you are full of sounds of fear. See, the rulers of Israel, every one in his family, have been causing death in you. In you they have had no respect for father and mother; in you they have been cruel to the man from a strange land; in you they have done wrong to the child without a father and to the widow. You have made little of my holy things, and have made my Sabbaths unclean. In you there are men who say evil of others, causing death; in you they have taken the flesh with the blood for food; in your streets they have put evil designs into effect. In you they have let the shame of their fathers be seen; in you they have done wrong to a woman at the time when she was unclean. And in you one man has done what was disgusting with his neighbour's wife; and another has made his daughter-in-law unclean; and another has done wrong to his sister, his father's daughter. In you they have taken rewards as the price of blood; you have taken interest and great profits, and you have taken away your neighbours' goods by force, and have not kept me in mind, says the Lord. See, then, I have made my hands come together in wrath against your taking of goods by force and against the blood which has been flowing in you.
It is because of the sins of her prophets and the evil-doing of her priests, by whom the blood of the upright has been drained out in her.
For the land is full of men who are untrue to their wives; because of the curse the land is full of grief; the green fields of the waste land have become dry; and they are quick to do evil, their strength is for what is not right. For the prophet as well as the priest is unclean; even in my house I have seen their evil-doing, says the Lord. For this cause their steps will be slipping on their way: they will be forced on into the dark and have a fall there: for I will send evil on them in the year of their punishment, says the Lord. And I have seen ways without sense in the prophets of Samaria; they became prophets of the Baal, causing my people Israel to go wrong. And in the prophets of Jerusalem I have seen a shocking thing; they are untrue to their wives, walking in deceit, and they make strong the hands of evil-doers, so that a man may not be turned back from his evil-doing: they have all become like Sodom to me, and its people like Gomorrah.
If only I had in the waste land a night's resting-place for travellers, so that I might go away, far from my people! for they are all untrue, a band of false men. Their tongues are bent like a bow to send out false words: they have become strong in the land, but not for good faith: they go on from evil to evil, and they have no knowledge of me, says the Lord. Let everyone keep watch on his neighbour, and put no faith in any brother: for every brother will certainly be tricking his brother, and every neighbour will go about saying evil. Everyone will make sport of his neighbour with deceit, not saying what is true: their tongues have been trained to say false words; they are twisted, hating to come back. There is wrong on wrong, deceit on deceit; they have given up the knowledge of me, says the Lord. So the Lord of armies has said, See, I will make them soft in the fire and put them to the test; this I will do because of their evil-doing. His tongue is an arrow causing death; the words of his mouth are deceit: he says words of peace to his neighbour, but in his heart he is waiting secretly for him.
How is it possible for you to have my forgiveness for this? your children have given me up, taking their oaths by those who are no gods: when I had given them food in full measure, they were false to their wives, taking their pleasure in the houses of loose women. They were full of desire, like horses after a meal of grain: everyone went after his neighbour's wife. Am I not to give punishment for these things? says the Lord: will not my soul take payment from such a nation as this?
Go quickly through the streets of Jerusalem, and see now, and get knowledge, and make a search in her wide places if there is a man, if there is one in her who is upright, who keeps faith; and she will have my forgiveness. And though they say, By the living Lord; truly their oaths are false.
For our evil doings are increased before you, and our sins give witness against us: for our evil doings are with us, and we have knowledge of our sins: We have gone against the Lord, and been false to him, turning away from our God, our words have been uncontrolled, and in our hearts are thoughts of deceit. And the right is turned back, and righteousness is far away: for good faith is not to be seen in the public places, and upright behaviour may not come into the town. Yes, faith is gone; and he whose heart is turned from evil comes into the power of the cruel: and the Lord saw it, and he was angry that there was no one to take up their cause.
But your sins have come between you and your God, and by your evil doings his face has been veiled from you, so that he will give you no answer. For your hands are unclean with blood, and your fingers with sin; your lips have said false things, and your tongue gives out deceit. No one puts forward an upright cause, or gives a true decision: their hope is in deceit, and their words are false; they are with child with sin, and give birth to evil. They give birth to snake's eggs, and make spider's threads: whoever takes their eggs for food comes to his death, and the egg which is crushed becomes a poison-snake. Their twisted threads will not make clothing, and their works will give them nothing for covering themselves: their works are works of sin, and violent acts are in their hands. Their feet go quickly to evil, and they take delight in the death of the upright; their thoughts are thoughts of sin; wasting and destruction are in their ways. They have no knowledge of the way of peace, and there is no sense of what is right in their behaviour: they have made for themselves ways which are not straight; whoever goes in them has no knowledge of peace.

CHAPTER 4
Ho 4:1-19. Henceforth the Prophet Speaks Plainly and without Symbol, in Terse, Sententious Propositions.
In this chapter he reproves the people and priests for their sins in the interregnum which followed Jeroboam's death; hence there is no mention of the king or his family; and in Ho 4:2 bloodshed and other evils usual in a civil war are specified.
1. Israel—the ten tribes.
controversy—judicial ground of complaint (Isa 1:18; Jer 25:31; Mic 6:2).
no … knowledge of God—exhibited in practice (Jer 22:16).
2. they break out—bursting through every restraint.
blood toucheth blood—literally, "bloods." One act of bloodshed follows another without any interval between (see 2Ki 15:8-16, 25; Mic 7:2).
3. land … languish—(Isa 19:8; 24:4; Joe 1:10, 12).
sea—including all bodies of water, as pools and even rivers (see on Isa 19:5). A general drought, the greatest calamity in the East, is threatened.
4. let no man … reprove—Great as is the sin of Israel, it is hopeless to reprove them; for their presumptuous guilt is as great as that of one who refuses to obey the priest when giving judgment in the name of Jehovah, and who therefore is to be put to death (De 17:12). They rush on to their own destruction as wilfully as such a one.
thy people—the ten tribes of Israel; distinct from Judah (Ho 4:1).
5. fall in the day—in broad daylight, a time when an attack would not be expected (see on Jer 6:4, 5; Jer 15:8).
in … night—No time, night or day, shall be free from the slaughter of individuals of the people, as well as of the false prophets.
thy mother—the Israelitish state, of which the citizens are the children (Ho 2:2).
6. lack of knowledge—"of God" (Ho 4:1), that is, lack of piety. Their ignorance was wilful, as the epithet, "My people," implies; they ought to have known, having the opportunity, as the people of God.
thou—O priest, so-called. Not regularly constituted, but still bearing the name, while confounding the worship of Jehovah and of the calves in Beth-el (1Ki 12:29, 31).
I will … forget thy children—Not only those who then were alive should be deprived of the priesthood, but their children who, in the ordinary course would have succeeded them, should be set aside.
7. As they were increased—in numbers and power. Compare Ho 4:6, "thy children," to which their "increase" in numbers refers.
so they sinned—(Compare Ho 10:1 and Ho 13:6).
will I change their glory into shame—that is, I will strip them of all they now glory in (their numbers and power), and give them shame instead. A just retribution: as they changed their glory into shame, by idolatry (Ps 106:20; Jer 2:11; Ro 1:23; Php 3:19).
8. eat … sin of my people—that is, the sin offerings (Le 6:26; 10:17). The priests greedily devoured them.
set their heart on their iniquity—literally, "lift up the animal soul to lust after," or strongly desire. Compare De 24:15, Margin; Ps 24:4; Jer 22:27. The priests set their own hearts on the iniquity of the people, instead of trying to suppress it. For the more the people sinned, the more sacrificial victims in atonement for sin the priests gained.
9. like people, like priest—They are one in guilt; therefore they shall be one in punishment (Isa 24:2).
reward them their doings—in homely phrase, "pay them back in their own coin" (Pr 1:31).
10. eat, and not have enough—just retribution on those who "eat up (greedily) the sin of My people" (Ho 4:8; Mic 6:14; Hag 1:6).
whoredom, and … not increase—literally, "break forth"; used of giving birth to children (Ge 28:14, Margin; compare Ge 38:29). Not only their wives, but their concubines, shall be barren. To be childless was considered a great calamity among the Jews.
11. A moral truth applicable to all times. The special reference here is to the licentious orgies connected with the Syrian worship, which lured Israel away from the pure worship of God (Isa 28:1, 7; Am 4:1).
take away the heart—that is, the understanding; make men blind to their own true good (Ec 7:7).
12. Instances of their understanding ("heart") being "taken away."
stocks—wooden idols (Jer 2:27; Hab 2:19).
staff—alluding to divination by rods (see on Eze 21:21, 22). The diviner, says Rosenmuller, threw a rod from him, which was stripped of its bark on one side, not on the other: if the bare side turned uppermost, it was a good omen; if the side with the bark, it was a bad omen. The Arabs used two rods, the one marked God bids, the other, God forbids; whichever came out first, in drawing them out of a case, gave the omen for, or against, an undertaking.
declareth—that is, is consulted to inform them of future events.
spirit of whoredoms—a general disposition on the part of all towards idolatry (Ho 5:4).
err—go astray from the true God.
from under their God—They have gone away from God under whom they were, as a wife is under the dominion of her husband.
13. upon … mountains—High places were selected by idolaters on which to sacrifice, because of their greater nearness to the heavenly hosts which they worshipped (De 12:2).
elms—rather, "terebinths" [Maurer].
shadow … good—screening the lascivious worshippers from the heat of the sun.
daughters … commit whoredom … spouses … adultery—in the polluted worship of Astarte, the Phœnician goddess of love.
14. I will not punish … daughters—I will visit with the heaviest punishments "not" the unchaste "daughters and spouses," but the fathers and husbands; for it is these who "themselves" have set the bad example, so that as compared with the punishment of the latter, that of the former shall seem as nothing [Munster].
separated with whores—withdrawn from the assembly of worshippers to some receptacle of impurity for carnal connection with whores.
sacrifice with harlots—They commit lewdness with women who devote their persons to be violated in honor of Astarte. (So the Hebrew for "harlots" means, as distinguished from "whores"). Compare Nu 25:1-3; and the prohibition, De 23:18.
not understand—(Isa 44:18; 45:20).
shall fall—shall be cast down.
15. Though Israel's ten tribes indulge in spiritual harlotry, at least thou, Judah, who hast the legal priesthood, and the temple rites, and Jerusalem, do not follow her bad example.
Gilgal—situated between Jordan and Jericho on the confines of Samaria; once a holy place to Jehovah (Jos 5:10-15; 1Sa 10:8; 15:21); afterwards desecrated by idol-worship (Ho 9:15; 12:11; Am 4:4; 5:5; compare Jud 3:19, Margin).
Beth-aven—that is, "house of vanity" or idols: a name substituted in contempt for Beth-el, "the house of God"; once sacred to Jehovah (Ge 28:17, 19; 35:7), but made by Jeroboam the seat of the worship of the calves (1Ki 12:28-33; 13:1; Jer 48:13; Am 3:14; 7:13). "Go up" refers to the fact that Beth-el was on a hill (Jos 16:1).
nor swear, The Lord liveth—This formula of oath was appointed by God Himself (De 6:13; 10:20; Jer 4:2). It is therefore here forbidden not absolutely, but in conjunction with idolatry and falsehood (Isa 48:1; Eze 20:39; Zep 1:5).
16. backsliding—Translate, "Israel is refractory, as a refractory heifer," namely, one that throws the yoke off her neck. Israel had represented God under the form of "calves" (1Ki 12:28); but it is she herself who is one.
lamb in a large place—not in a good sense, as in Isa 30:23. Here there is irony: lambs like a large pasture; but it is not so safe for them as a small one, duly fenced from wild beasts. God will "feed" them, but it shall be with the "rod" (Mic 7:14). It shall be no longer in the narrow territory of Israel, but "in a large place," namely, they shall be scattered in exile over the wide realm of Assyria, a prey to their foes; as lambs, which are timid, gregarious, and not solitary, are a prey when scattered asunder to wild beasts.
17. Ephraim—the ten tribes. Judah was at this time not so given to idolatry as afterwards.
joined to—closely and voluntarily; identifying themselves with them as a whoremonger becomes one flesh with the harlot (Nu 25:3; 1Co 6:16, 17).
idols—The Hebrew means also "sorrows," "pains," implying the pain which idolatry brings on its votaries.
let him alone—Leave him to himself. Let him reap the fruits of his own perverse choice; his case is desperate; say nothing to him (compare Jer 7:16). Here Ho 4:15 shows the address is to Judah, to avoid the contagion of Israel's bad example. He is bent on his own ruin; leave him to his fate, lest, instead of saving him, thou fall thyself (Isa 48:20; Jer 50:8; 51:6, 45; 2Co 6:17).
18. Their drink is sour—metaphor for utter degeneracy of principle (Isa 1:22). Or, unbridled licentiousness; not mere ordinary sin, but as abandoned as drunkards who vomit and smell sour with wine potations [Calvin]. Maurer not so well translates, "When their drinking is over, they commit whoredoms," namely, in honor of Astarte (Ho 4:13, 14).
her rulers—Israel's; literally, "shields" (compare Ps 47:9).
with shame … love, Give ye—(Pr 30:15). No remedy could be effectual against their corruptions since the very rulers sold justice for gifts [Calvin]. Maurer translates, "The rulers are marvelously enamored of shame." English Version is better.
19. Israel shall be swept away from her land (Ho 4:16) suddenly and violently as if by "the wings of the wind" (Ps 18:10; 104:3; Jer 4:11, 12).
ashamed … of their sacrifices—disappointed to their shame in their hope of help through their sacrifices to idols.
