11 And in that day the hand of the Lord will be stretched out the second time to get back the rest of his people, from Assyria, and from Egypt, and from Pathros, and from Cush, and from Elam, and from Shinar, and from Hamath, and from the sea-lands.
In that day they will come to you from Assyria and the towns of Egypt, and from Egypt even to the River, and from sea to sea and from mountain to mountain.
These are the sons of Shem: Elam and Asshur and Arpachshad and Lud and Aram.
And I will put a sign among them, and I will send those who are still living to the nations, to Tarshish, Put, and Lud, Meshech and Rosh, Tubal and Javan, to the sea-lands far away, who have not had word of me, or seen my glory; and they will give the knowledge of my glory to the nations.
His light will not be put out, and he will not be crushed, till he has given the knowledge of the true God to the earth, and the sea-lands will be waiting for his teaching.
And it will be in that day that the rest of Israel, and those of Jacob who have come safely through these troubles, will no longer go for help to him whose rod was on their back, but their faith will be in the Lord, the Holy One of Israel.
And it came about that in their wandering from the east, they came to a stretch of flat country in the land of Shinar, and there they made their living-place.
Will not the fate of Calno be like that of Carchemish? is not Hamath as Arpad? is not Samaria as Damascus?
And all the kings of Zimri, and all the kings of Elam, and all the kings of the Medes;
The word which came to Jeremiah about all the Jews who were living in the land of Egypt, in Migdol and at Tahpanhes and at Noph and in the country of Pathros, saying,
For the children of Israel will for a long time be without king and without ruler, without offerings and without pillars, and without ephod or images. And after that, the children of Israel will come back and go in search of the Lord their God and David their king; and they will come in fear to the Lord and to his mercies in the days to come.
And the children of Israel and the children of Judah will come together and take for themselves one head, and will go up from the land, for great will be the day of Jezreel.
And after that, it will come about, says the Lord, that I will send my spirit on all flesh; and your sons and your daughters will be prophets, your old men will have dreams, your young men will see visions: And on the servants and the servant-girls in those days I will send my spirit. And I will let wonders be seen in the heavens and on the earth, blood and fire and pillars of smoke. The sun will be made dark and the moon turned to blood, before the great day of the Lord comes, a day to be feared. And it will be that whoever makes his prayer to the name of the Lord will be kept safe: for in Mount Zion and in Jerusalem some will be kept safe, as the Lord has said, and will be among the small band marked out by the Lord. For in those days and in that time, when I let the fate of Judah and Jerusalem be changed, I will get together all the nations, and make them come down into the valley of Jehoshaphat; and there I will take up with them the cause of my people and of my heritage Israel, whom they have sent wandering among the nations, and of my land which has been parted by them. And they have put the fate of my people to the decision of chance: giving a boy for the price of a loose woman and a girl for a drink of wine. And further, what are you to me, O Tyre and Zidon and all the circle of Philistia? will you give me back any payment? and if you do, quickly and suddenly I will send it back on your head, For you have taken my silver and my gold, putting in the houses of your gods my beautiful and pleasing things. And the children of Judah and the children of Jerusalem you have given for a price to the sons of the Greeks, to send them far away from their land: See, I will have them moved from the place where you have sent them, and will let what you have done come back on your head; I will give your sons and your daughters into the hands of the children of Judah for a price, and they will give them for a price to the men of Sheba, a nation far off: for the Lord has said it. Give this out among the nations; make ready for war: get the strong men awake; let all the men of war come near, let them come up. Get your plough-blades hammered into swords, and your vine-knives into spears: let the feeble say, I am strong. Come quickly, all you nations round about, and get yourselves together there: make your strong ones come down, O Lord. Let the nations be awake, and come to the valley of Jehoshaphat: for there I will be seated as judge of all the nations round about. Put in the blade, for the grain is ready: come, get you down, for the wine-crusher is full, the vessels are overflowing; for great is their evil-doing. Masses on masses in the valley of decision! for the day of the Lord is near in the valley of decision. The sun and the moon have become dark, and the stars keep back their shining. And the Lord will be thundering from Zion, and his voice will be sounding from Jerusalem; and the heavens and the earth will be shaking: but the Lord will be a breastplate for his people and a strong place for the children of Israel.
And I will let the fate of my people Israel be changed, and they will be building up again the waste towns and living in them; they will again be planting vine-gardens and taking the wine for their drink; and they will make gardens and get the fruit of them. And I will have them planted in their land, and never again will they be uprooted from their land which I have given them, says the Lord your God.
Keep your people safe with your rod, the flock of your heritage, living by themselves in the woods in the middle of Carmel: let them get their food in Bashan and Gilead as in the past. As in the days when you came out from the land of Egypt, let us see things of wonder.
The Lord will let himself be seen by them: for he will make all the gods of the earth feeble; and men will go down before him in worship, everyone from his place, even all the sea-lands of the nations.
And he said to me, To make a house for her in the land of Shinar: and they will make a place ready, and put her there in the place which is hers.
With the sound of the pipe I will get them together; for I have given the price to make them free: and they will be increased as they were increased. Though I had them planted among the peoples, they will keep me in mind in far countries: and they will take care of their children and will come back. And I will make them come back out of the land of Egypt, and will get them together out of Assyria; and I will take them into the land of Gilead, and it will not be wide enough for them. And they will go through the sea of Egypt, and all the deep waters of the Nile will become dry: and the pride of Assyria will be made low, and the power of Egypt will be taken away. And their strength will be in the Lord; and their pride will be in his name, says the Lord.
The word of the Lord about Israel. The Lord by whom the heavens are stretched out and the bases of the earth put in place, and the spirit of man formed inside him, has said: See, I will make Jerusalem a cup of shaking fear to all the peoples round about, when Jerusalem is shut in. And it will come about in that day that I will make Jerusalem a stone of great weight for all the peoples; all those who take it up will be badly wounded; and all the nations of the earth will come together against it. In that day, says the Lord, I will put fear into every horse and make every horseman go off his head: and my eyes will be open on the people of Judah, and I will make every horse of the peoples blind. And the families of Judah will say in their hearts, The people of Jerusalem have their strength in the Lord of armies, their God. In that day I will make the families of Judah like a pot with fire in it among trees, and like a flaming stick among cut grain; they will send destruction on all the peoples round about, on the right hand and on the left: and Jerusalem will be living again in the place which is hers, that is, in Jerusalem. And the Lord will give salvation to the tents of Judah first, so that the glory of the family of David and the glory of the people of Jerusalem may not be greater than that of Judah. In that day the Lord will be a cover over the people of Jerusalem; and he who is feeble among them in that day will be as strong as David, and the family of David will be as God, as the angel of the Lord before them. And it will come about on that day that I will take in hand the destruction of all the nations who come against Jerusalem. And I will send down on the family of David and on the people of Jerusalem the spirit of grace and of prayer; and their eyes will be turned to the one who was wounded by their hands: and they will be weeping for him as for an only son, and their grief for him will be bitter, like the grief of one sorrowing for his oldest son. In that day there will be a great weeping in Jerusalem, like the weeping of Hadad-rimmon in the valley of Megiddon. And the land will give itself to weeping, every family separately; the family of David by themselves, and their wives by themselves; the family of Nathan by themselves, and their wives by themselves; The family of Levi by themselves, and their wives by themselves; the family of Shimei by themselves, and their wives by themselves; And all the other families by themselves, and their wives by themselves.
And so all Israel will get salvation: as it is said in the holy Writings, There will come out of Zion the One who makes free; by him wrongdoing will be taken away from Jacob:
But when it is turned to the Lord, the veil will be taken away.
And so, truly, the days are coming when they will say no longer, By the living Lord, who took the children of Israel up out of the land of Egypt; But, By the living Lord, who took up the seed of Israel, and made them come out of the north country, and from all the countries where I had sent them; and they will be living in the land which is theirs.
Now in the days of Amraphel, king of Shinar, Arioch, king of Ellasar, Chedorlaomer, king of Elam, and Tidal, king of Goiim,
And they will have grief for their sins and for the sins of their fathers, when their hearts were untrue to me, and they went against me; So that I went against them and sent them away into the land of their haters: if then the pride of their hearts is broken and they take the punishment of their sins, Then I will keep in mind the agreement which I made with Jacob and with Isaac and with Abraham, and I will keep in mind the land.
And the Lord will send you wandering among the peoples; only a small band of you will be kept from death among the nations where the Lord will send you. There you will be the servants of gods, made by men's hands, of wood and stone, having no power of seeing or hearing or taking food or smelling. But if in those lands you are turned again to the Lord your God, searching for him with all your heart and soul, he will not keep himself from you. When you are in trouble and all these things have come on you, if, in the future, you are turned again to the Lord your God, and give ear to his voice: Because the Lord your God is a God of mercy, he will not take away his help from you or let destruction overtake you, or be false to the agreement which he made by an oath with your fathers.
Then the Lord will have pity on you, changing your fate, and taking you back again from among all the nations where you have been forced to go. Even if those who have been forced out are living in the farthest part of heaven, the Lord your God will go in search of you, and take you back; Placing you again in the land of your fathers as your heritage; and he will do you good, increasing you till you are more in number than your fathers were. And the Lord your God will give to you and to your seed a circumcision of the heart, so that, loving him with all your heart and all your soul, you may have life.
The Lord said, I will make them come back from Bashan, and from the deep parts of the sea;
In that day there will be a highway out of Egypt to Assyria, and Assyria will come into Egypt, and Egypt will come into Assyria; and the Egyptians will give worship to the Lord together with the Assyrians. In that day Israel will be the third together with Egypt and Assyria, a blessing in the earth:
And it will be in that day that the Lord will get together his grain, from the River to the stream of Egypt, and you will be got together with care, O children of Israel. And it will be in that day that a great horn will be sounded; and those who were wandering in the land of Assyria, and those who had been sent away into the land of Egypt, will come; and they will give worship to the Lord in the holy mountain at Jerusalem.
Let them give glory to the Lord, sounding his praise in the sea-lands.
The Lord says, The workmen of Egypt, and the traders of Ethiopia, and the tall Sabaeans, will come over the sea to you, and they will be yours; they will go after you; in chains they will come over: and they will go down on their faces before you, and will make prayer to you, saying, Truly, God is among you; and there is no other God.
Up! let your face be bright, for your light has come, and the glory of the Lord is shining on you. For truly, the earth will be dark, and the peoples veiled in blackest night; but the Lord will be shining on you, and his glory will be seen among you. And nations will come to your light, and kings to your bright dawn. Let your eyes be lifted up, and see: they are all coming together to you: your sons will come from far, and your daughters taken with loving care. Then you will see, and be bright with joy, and your heart will be shaking with increase of delight: for the produce of the sea will be turned to you, the wealth of the nations will come to you. You will be full of camel-trains, even the young camels of Midian and Ephah; all from Sheba will come, with gold and spices, giving word of the great acts of the Lord. All the flocks of Kedar will come together to you, the sheep of Nebaioth will be ready for your need; they will be pleasing offerings on my altar, and my house of prayer will be beautiful. Who are these coming like a cloud, like a flight of doves to their windows? Vessels of the sea-lands are waiting for me, and the ships of Tarshish first, so that your sons may come from far, and their silver and gold with them, to the place of the name of the Lord your God, and to the Holy One of Israel, because he has made you beautiful. And men from strange countries will be building up your walls, and their kings will be your servants: for in my wrath I sent punishment on you, but in my grace I have had mercy on you. Your doors will be open at all times; they will not be shut day or night; so that men may come into you with the wealth of the nations, with their kings at their head. For the nation or kingdom which will not be your servant will come to destruction; such nations will be completely waste. The glory of Lebanon will come to you, the cypress, the plane, and the sherbin-tree together, to make my holy place beautiful; and the resting-place of my feet will be full of glory. And the sons of those who were cruel to you will come before you with bent heads; and those who made sport of you will go down on their faces at your feet; and you will be named, The Town of the Lord, The Zion of the Holy One of Israel. And though you were turned away from, and hated, and had no helper, I will make you a pride for ever, a joy from generation to generation. And you will take the milk of the nations, flowing from the breast of kings; and you will see that I, the Lord, am your saviour, and he who takes up your cause, the Strong One of Jacob. In place of brass, I will give gold, and for iron silver, and for wood brass, and for stones iron: and I will make Peace your judge, and Righteousness your overseer. Violent acts will no longer be seen in your land, wasting or destruction in your limits; but your walls will be named, Salvation, and your doors Praise. The sun will not be your light by day, and the moon will no longer be bright for you by night: but the Lord will be to you an eternal light, and your God your glory. Your sun will never again go down, or your moon keep back her light: for the Lord will be your eternal light, and the days of your sorrow will be ended. Your people will all be upright, the land will be their heritage for ever; the branch of my planting, the work of my hands, to be for my glory. The smallest of their families will become a thousand, and a small one a strong nation: I, the Lord, will make it come quickly in its time.
From these came the nations of the sea-lands, with their different families and languages. And the sons of Ham: Cush and Mizraim and Put and Canaan. And the sons of Cush: Seba and Havilah and Sabtah and Raamah and Sabteca; and the sons of Raamah: Sheba and Dedan.
For it will come about on that day, says the Lord of armies, that his yoke will be broken off his neck, and his bands will be burst; and men of strange lands will no longer make use of him as their servant: But they will be servants to the Lord their God and to David their king, whom I will give back to them. So have no fear, O Jacob, my servant, says the Lord; and do not be troubled, O Israel: for see, I will make you come back from far away, and your seed from the land where they are prisoners; and Jacob will come back, and will be quiet and at peace, and no one will give him cause for fear. For I am with you, says the Lord, to be your saviour: for I will put an end to all the nations where I have sent you wandering, but I will not put an end to you completely: though with wise purpose I will put right your errors, and will not let you go quite without punishment.
If the order of these things before me is ever broken, says the Lord, then will the seed of Israel come to an end as a nation before me for ever. This is what the Lord has said: If the heavens on high may be measured, and the bases of the earth searched out, then I will give up the seed of Israel, because of all they have done, says the Lord. See, the days are coming, says the Lord, for the building of the Lord's town, from the tower of Hananel to the doorway of the angle. And the measuring-line will go out in front of it as far as the hill Gareb, going round to Goah. And all the valley of the dead bodies, and all the field of death as far as the stream Kidron, up to the angle of the horses' doorway to the east, will be holy to the Lord; it will not again be uprooted or overturned for ever.
Have you taken note of what these people have said, The two families, which the Lord took for himself, he has given up? This they say, looking down on my people as being, in their eyes, no longer a nation. The Lord has said, If I have not made day and night, and if the limits of heaven and earth have not been fixed by me, Then I will give up caring for the seed of Jacob and of David my servant, so that I will not take of his seed to be rulers over the seed of Abraham, Isaac, and Jacob: for I will let their fate be changed and will have mercy on them.
For this reason say, This is what the Lord has said: Though I have had them moved far off among the nations, and though I have sent them wandering among the countries, still I have been a safe place for them for a little time in the countries where they have come. Then say, This is what the Lord has said: I will get you together from the peoples, and make you come out of the countries where you have been sent in flight, and I will give you the land of Israel. And they will come there, and take away all the hated and disgusting things from it. And I will give them a new heart, and I will put a new spirit in them; and I will take the heart of stone out of their flesh and give them a heart of flesh: So that they may be guided by my rules and keep my orders and do them: and they will be to me a people, and I will be to them a God.
Of oak-trees from Bashan they have made your driving blades; they have made your floors of ivory and boxwood from the sea-lands of Kittim.
And I will put over them one keeper, and he will give them food, even my servant David; he will give them food and be their keeper. And I the Lord will be their God and my servant David their ruler; I the Lord have said it. And I will make with them an agreement of peace, and will put an end to evil beasts through all the land: and they will be living safely in the waste land, sleeping in the woods. And I will give the rain at the right time, and I will make the shower come down at the right time; there will be showers of blessing. And the tree of the field will give its fruit and the earth will give its increase, and they will be safe in their land; and they will be certain that I am the Lord, when I have had their yoke broken and have given them salvation from the hands of those who made them servants. And their goods will no longer be taken by the nations, and they will not again be food for the beasts of the earth; but they will be living safely and no one will be a cause of fear to them.
For I will take you out from among the nations, and get you together from all the countries, and take you into your land. And I will put clean water on you so that you may be clean: from all your unclean ways and from all your images I will make you clean. And I will give you a new heart and put a new spirit in you: I will take away the heart of stone from your flesh, and give you a heart of flesh. And I will put my spirit in you, causing you to be guided by my rules, and you will keep my orders and do them. So that you may go on living in the land which I gave to your fathers; and you will be to me a people, and I will be to you a God.
The hand of the Lord had been on me, and he took me out in the spirit of the Lord and put me down in the middle of the valley; and it was full of bones; And he made me go past them round about: and I saw that there was a very great number of them on the face of the wide valley, and they were very dry. And he said to me, Son of man, is it possible for these bones to come to life? And I made answer, and said, It is for you to say, O Lord. And again he said to me, Be a prophet to these bones, and say to them, O you dry bones, give ear to the word of the Lord. This is what the Lord has said to these bones: See, I will make breath come into you so that you may come to life; And I will put muscles on you and make flesh come on you, and put skin over you, and breath into you, so that you may have life; and you will be certain that I am the Lord. So I gave the word as I was ordered: and at my words there was a shaking of the earth, and the bones came together, bone to bone. And looking I saw that there were muscles on them and flesh came up, and they were covered with skin: but there was no breath in them. And he said to me, Be a prophet to the wind, be a prophet, son of man, and say to the wind, The Lord has said: Come from the four winds, O wind, breathing on these dead so that they may come to life. And I gave the word at his orders, and breath came into them, and they came to life and got up on their feet, a very great army. Then he said to me, Son of man, these bones are all the children of Israel: and see, they are saying, Our bones have become dry our hope is gone, we are cut off completely. For this cause be a prophet to them, and say, This is what the Lord has said: See, I am opening the resting-places of your dead, and I will make you come up out of your resting-places, O my people; and I will take you into the land of Israel. And you will be certain that I am the Lord by my opening the resting-places of your dead and making you come up out of your resting-places, O my people. And I will put my spirit in you, so that you may come to life, and I will give you a rest in your land: and you will be certain that I the Lord have said it and have done it, says the Lord. And the word of the Lord came to me, saying, And you, son of man, take one stick, writing on it, For Judah and for the children of Israel who are in his company: then take another stick, writing on it, For Joseph, the stick of Ephraim, and all the children of Israel who are in his company: Then, joining them one to another, make them one stick, so that they may be one in your hand. And when the children of your people say to you, Will you not make clear to us what these things have to do with us? Then say to them, This is what the Lord has said: See, I am taking the stick of Joseph, which is in the hand of Ephraim, and the tribes of Israel who are in his company; and I will put it on the stick of Judah and make them one stick, and they will be one in my hand. And the sticks with your writing on them will be in your hand before their eyes. And say to them, These are the words of the Lord: See, I am taking the children of Israel from among the nations where they have gone, and will get them together on every side, and take them into their land: And I will make them one nation in the land, on the mountains of Israel; and one king will be king over them all: and they will no longer be two nations, and will no longer be parted into two kingdoms: And they will no longer make themselves unclean with their images or with their hated things or with any of their sins: but I will give them salvation from all their turning away in which they have done evil, and will make them clean; and they will be to me a people, and I will be to them a God. And my servant David will be king over them; and they will all have one keeper: and they will be guided by my orders and will keep my rules and do them. And they will be living in the land which I gave to Jacob, my servant, in which your fathers were living; and they will go on living there, they and their children and their children's children, for ever: and David, my servant, will be their ruler for ever. And I will make an agreement of peace with them: it will be an eternal agreement with them: and I will have mercy on them and make their numbers great, and will put my holy place among them for ever. And my House will be over them; and I will be to them a God, and they will be to me a people. And the nations will be certain that I who make Israel holy am the Lord, when my holy place is among them for ever.

CHAPTER 11
Isa 11:1-16.
From the local and temporary national deliverance the prophet passes by the law of suggestion in an easy transition to the end of all prophecy—the everlasting deliverance under Messiah's reign, not merely His first coming, but chiefly His second coming. The language and illustrations are still drawn from the temporary national subject, with which he began, but the glories described pertain to Messiah's reign. Hezekiah cannot, as some think, be the subject; for he was already come, whereas the "stem of Jesse" was yet future ("shall come") (compare Mic 4:11, &c.; 5:1, 2; Jer 23:5, 6; 33:15, 16; Ro 15:12).
1. rod—When the proud "boughs" of "Lebanon" (Isa 10:33, 34, the Assyrians) are lopped, and the vast "forests cut down" amidst all this rage, a seemingly humble rod shall come out of Jesse (Messiah), who shall retrieve the injuries done by the Assyrian "rod" to Israel (Isa 10:5, 6, 18, 19).
stem—literally, "the stump" of a tree cut close by the roots: happily expressing the depressed state of the royal house of David, owing to the hostile storm (Isa 10:18, 19), when Messiah should arise from it, to raise it to more than its pristine glory. Lu 2:7 proves this (Isa 53:2; compare Job 14:7, 8; see on Isa 8:6).
Branch—Scion. He is nevertheless also the "root" (Isa 11:10; Re 5:5; 22:16. "Root and offspring" combines both, Zec 3:8; 6:12).
2. Spirit of the Lord—Jehovah. The Spirit by which the prophets spake: for Messiah was to be a Prophet (Isa 61:1; De 18:15, 18). Seven gifts of the Holy Spirit are specified, to imply that the perfection of them was to be in Him. Compare "the seven Spirits" (Re 1:4), that is, the Holy Ghost in His perfect fulness: seven being the sacred number. The prophets had only a portion out of the "fulness" in the Son of God (Joh 1:16; 3:34; Col 1:19).
rest—permanently; not merely come upon Him (Nu 11:25, 26).
wisdom—(1Co 1:30; Eph 1:17; Col 2:3).
understanding—coupled with "wisdom," being its fruit. Discernment and discrimination (Mt 22:18; Joh 2:25).
counsel … might—the faculty of forming counsels, and that of executing them (Isa 28:29). Counsellor (Isa 9:6).
knowledge—of the deep things of God (Mt 11:27). The knowledge of Him gives us true knowledge (Eph 1:17).
fear of the Lord—reverential, obedient fear. The first step towards true "knowledge" (Job 28:28; Ps 111:10).
3. make him of quick understanding—literally, "quick-scented in the fear of Jehovah"; endowed with a singular sagacity in discerning the genuine principle of religious fear of God, when it lies dormant in the yet unawakened sinner (Mt 12:20; Ac 10:1-48; 16:14) [Horsley]. But Maurer, "He shall delight in the fear of God." The Hebrew means "to delight in the odors" of anything (Ex 30:38; Am 5:21); "smell," that is, "delight in."
after … sight—according to mere external appearances (Joh 7:24; 8:15; Jas 2:1; 1Sa 16:7). Herein Messiah is represented a just Judge and Ruler (De 1:16, 17).
reprove—"decide," as the parallelism shows.
after … ears—by mere plausible hearsays, but by the true merits of each case (Joh 6:64; Re 2:23).
4. judge—see that impartial justice is done them. "Judge" may mean here "rule," as in Ps 67:4.
reprove—or, "argue"; "decide." But Lowth, "work conviction in."
earth—Compare with Mt 5:5, and Re 11:15.
earth—its ungodly inhabitants, answering to "the wicked" in the parallel, and in antithesis to the "poor" and "meek," namely, in spirit, the humble pious (Mt 5:3). It is at the same time implied that "the earth" will be extraordinarily wicked when He shall come to judge and reign. His reign shall therefore be ushered in with judgments on the apostates (Ps 2:9-12; Lu 18:8; Re 2:27).
rod of … mouth—condemning sentences which proceed from His mouth against the wicked (Re 1:16; 2:16; 19:15, 21).
breath of … lips—his judicial decisions (Isa 30:28; Job 15:30; Re 19:20; 20:9-12). He as the Word of God (Re 19:13-15) comes to strike that blow which shall decide His claim to the kingdom, previously usurped by Satan, and "the beast" to whom Satan delegates his power. It will be a day of judgment to the Gentile dispensation, as the first coming was to the Jews. Compare a type of the "rod" (Nu 17:2-10).
5. righteousness … girdle—(Re 1:13; 19:11). The antitypical High Priest (Ex 28:4). The girdle secures firmly the rest of the garments (1Pe 1:13). So "truth" gives firm consistency to the whole character (Eph 5:14). In Isa 59:17, "righteousness" is His breastplate.
6. wolf … lamb—Each animal is coupled with that one which is its natural prey. A fit state of things under the "Prince of Peace" (Isa 65:25; Eze 34:25; Ho 2:18). These may be figures for men of corresponding animal-like characters (Eze 22:27; 38:13; Jer 5:6; 13:23; Mt 7:15; Lu 10:3). Still a literal change in the relations of animals to man and each other, restoring the state in Eden, is a more likely interpretation. Compare Ge 2:19, 20, with Ps 8:6-8, which describes the restoration to man, in the person of "the Son of man," of the lost dominion over the animal kingdom of which he had been designed to be the merciful vicegerent under God, for the good of his animal subjects (Ro 8:19-22).
7. feed—namely, "together"; taken from the second clause.
straw—no longer flesh and blood.
8. play—literally, "delight" himself in sport.
cockatrice—a fabulous serpent supposed to be hatched from the egg of a cock. The Hebrew means a kind of adder, more venomous than the asp; Bochart supposes the basilisk to be meant, which was thought to poison even with its breath.
9. my holy mountain—Zion, that is, Jerusalem. The seat of government and of Messiah's throne is put for the whole earth (Jer 3:17).
sea—As the waters find their way into every cavern of its depths, so Christianity shall pervade every recess of the earth (Hab 2:14). As Isa 11:1-5 describe the personal qualities of Messiah, and Isa 11:6-9 the regenerating effects of His coming on creation, so Isa 11:10-16 the results of it in the restoration of His people, the Jews, and the conversion through them of the Gentiles.
10. root—rather, "shoot from the root" (compare Note, see on Isa 11:1; Isa 53:2; Re 5:5; 22:16).
stand—permanently and prominently, as a banner lifted up to be the rallying point of an army or people (Isa 5:26; Joh 12:32).
the people—peoples, answering to "the Gentiles" in the parallel member.
to it … seek—diligently (Job 8:5). They shall give in their allegiance to the Divine King (Isa 2:2; 60:5; Zec 2:11). Horsley translates, "Of Him shall the Gentiles inquire"; namely, in a religious sense, resort as to an oracle for consultation in difficulties" (Zec 14:16). Compare Ro 15:12, which quotes this passage, "In Him shall the Gentiles trust."
rest—resting-place (Isa 60:13; Ps 132:8, 14; Eze 43:7). The sanctuary in the temple of Jerusalem was "the resting-place of the ark and of Jehovah." So the glorious Church which is to be is described under the image of an oracle to which all nations shall resort, and which shall be filled with the visible glory of God.
11. set … hand—take in hand the work. Therefore the coming restoration of the Jews is to be distinct from that after the Babylonish captivity, and yet to resemble it. The first restoration was literal, therefore so shall the second be; the latter, however, it is implied here, shall be much more universal than the former (Isa 43:5-7; 49:12, 17, 18; Eze 37:21; Ho 3:5; Am 9:14, 15; Mic 4:6, 7; Zep 3:19, 20; Zec 10:10; Jer 23:8). As to the "remnant" destined by God to survive the judgments on the nation, compare Jer 46:28.
Pathros—one of the three divisions of Egypt, Upper Egypt.
Cush—either Ethiopia, south of Egypt, now Abyssinia, or the southern parts of Arabia, along the Red Sea.
Elam—Persia, especially the southern part of it now called Susiana.
Shinar—Babylonian Mesopotamia, the plain between the Euphrates and the Tigris: in it Babel was begun (Ge 10:10). In the Assyrian inscriptions Rawlinson distinguishes three periods: (1) The Chaldean; from 2300 B.C. to 1500, in which falls Chedorlaomer (Ge 14:1-17), called in the cuneiform characters Kudur of Hur, or Ur of the Chaldees, and described as the conqueror of Syria. The seat of the first Chaldean empire was in the south, towards the confluence of the Tigris and Euphrates. (2) The Assyrian, down to 625 B.C. (3) The Babylonian, from 625 to 538 B.C., when Babylon was taken by the Persian Cyrus.
islands of … sea—the far western regions beyond the sea [Jerome].
12. In the first restoration Judah alone was restored, with perhaps some few of Israel (the ten tribes): in the future restoration both are expressly specified (Eze 37:16-19; Jer 3:18). To Israel are ascribed the "outcasts" (masculine); to Judah the "dispersed" (feminine), as the former have been longer and more utterly castaways (though not finally) than the latter (Joh 7:52). The masculine and feminine conjoined express the universality of the restoration.
from the four corners of the earth—Hebrew, "wings of the earth."
13. envy … of Ephraim … Judah—which began as early as the time (Jud 8:1; 12:1, &c.). Joshua had sprung from, and resided among the Ephraimites (Nu 13:9; Jos 19:50); the sanctuary was with them for a time (Jos 18:1). The jealousy increased subsequently (2Sa 2:8, &c.; 19:41; 20:2; 3:10); and even before David's time (1Sa 11:8; 15:4), they had appropriated to themselves the national name Israel. It ended in disruption (1Ki 11:26, &c.; 1Ki 12:1-33; compare 2Ki 14:9; Ps 78:56-71).
adversaries of Judah—rather, "the adversaries from Judah"; those of Judah hostile to the Ephraimites [Maurer]. The parallelism "the envy of Ephraim," namely, against Judah, requires this, as also what follows; namely, "Ephraim shall not envy Judah, and Judah shall not vex Ephraim" (Eze 37:15, 17, 19).
14. With united forces they shall subdue their foes (Am 9:12).
fly—as a bird of prey (Hab 1:8).
upon the shoulders—This expresses an attack made unexpectedly on one from behind. The image is the more apt, as the Hebrew for "shoulders" in Nu 34:11 is used also of a maritime coast ("side of the sea": Hebrew, "shoulder of the sea," Margin). They shall make a sudden victorious descent upon their borders southwest of Judea.
them of the east—Hebrew, "children of the East," the Arabs, who, always hostile, are not to be reduced under regular government, but are only to be despoiled (Jer 49:28, 29).
lay … hand upon—take possession of (Da 11:42).
Edom—south of Judah, from the Dead Sea to the Red Sea; "Moab"—east of Jordan and the Dead Sea.
Ammon—east of Judea, north of Moab, between the Arnon and Jabbok.
15. There shall be a second exodus, destined to eclipse even the former one from Egypt in its wonders. So the prophecies elsewhere (Ps 68:22; Ex 14:22; Zec 10:11). The same deliverance furnishes the imagery by which the return from Babylon is described (Isa 48:20, 21).
destroy—literally, "devote," or "doom," that is, dry up; for what God dooms, perishes (Ps 106:9 Na 1:4).
tongue—the Bubastic branch of the Nile [Vitringa]; but as the Nile was not the obstruction to the exodus, it is rather the west tongue or Heroöpolite fork of the Red Sea.
with … mighty wind—such as the "strong east wind" (Ex 14:21), by which God made a way for Israel through the Red Sea. The Hebrew for "mighty" means terrible. Maurer translates, "With the terror of His anger"; that is, His terrible anger.
in the seven streams—rather, "shall smite it (divide it by smiting) into seven (many) streams, so as to be easily crossed" [Lowth]. So Cyrus divided the river Gyndes, which retarded his march against Babylon, into three hundred sixty streams, so that even a woman could cross it [Herodotus, 1.189]. "The river" is the Euphrates, the obstruction to Israel's return "from Assyria" (Isa 11:16), a type of all future impediments to the restoration of the Jews.
dry shod—Hebrew, "in shoes." Even in sandals they should be able to pass over the once mighty river without being wet (Re 16:12).
16. highway—a highway clear of obstructions (Isa 19:23; 35:8).
like as … Israel … Egypt—(Isa 51:10, 11; 63:12, 13).
